Basically there are loads of great video galleries here! but i basically have about 20 videos in another language and i want the user to play the video and also have ability to play the same video but over lay my mp3 audio track and mute current audio in the video ( thus changing the language)

Any ideas?

You might want to implement captions on top of the video, instead of playing around with recording new sounds in different languages.

Why not simply have a video gallery with 2 playlists. The first playlist has videos in the original language and the second playlist contains videos with the second languages audio track. Sure you have twice as many video files on your server but its an easy and effective solution.
